Development deed documents

In July 2021, City West Water and Western Water joined to form Greater Western Water (GWW). 

Prior to July 2021, Western Water was operating with a Development Deed model, and now customers previously serviced by City West Water are transitioning to this model too.

Development Deed model

Prior to the construction of water company assets, the developer, consultant, water and sewer contractors and Greater Western Water will be required to sign a deed.

The offer and deed/agreement are issued as a complete document in response to an Applications for Conditions. The 2-Party Development Deeds are only executed by the Developer and GWW.  

A key step in removing the requirement for Consultants and Contractors to sign the Development Deed is ensuring that Consultants and Contractors have each signed an Accreditation Deed and therefore a process to implement these Accreditation Deeds has commenced.  

Information for customers previously serviced by Western Water:

For properties in the area previously serviced by Western Water, GWW will continue to issue a complete Development Deed in response to an application.    

New GWW Development Deeds are now being issued to replace any Development Deeds that were not executed by Western Water before 30 June 2021. 

Information for customers previously serviced by City West Water:

While we transition to issuing Development Deeds as a complete document, and while we implement the Accreditation Deed process, Development Deeds will be managed as follows.

  • If a letter of offer in relation to a Development proposed within the area previously serviced by City West Water was issued by City West Water before 1 July 2021 or GWW since, then please continue to use the Development Deed Instrument listed below.
  • Note any references to City West Water within these documents are acceptable as GWW is currently a trading name of City West Water.
  • Prior to the construction of water company assets, the Accredited Consultant, Accredited Contractor and GWW must have signed an Accreditation Deed. For further information, refer to Accredited Consultants and Contractors.
  • As part of the development conditions, GWW will issue the Development Deed Instrument and schedules 3, 4, 5 and 6. The Development Deed Instrument and schedules 1, 2, 7 and 8 can be downloaded from this site.

Please note: the following documents apply to properties previously serviced by City West Water only.
