Recycled Water Standpipe

Since November 2006, City West Water has been supplying Class A recycled water from a standpipe at the Western Treatment Plant to relieve the pressure of drought on commercial businesses and the community. 

This section provides the following information about the application process for obtaining recycled water from the standpipe:

What Class A Recycled Water Can Be Used For

Class A recycled water can be used for: Class A recycled water must NOT be used for:
  • Irrigation of lawns, trees and garden beds
  • Irrigation of sports grounds and parklands
  • Washing of vehicles
  • Dust suppression and other construction activities
  • Drinking water for livestock (excluding pigs)
  • External pressure cleaning
  • Firefighting
  • Irrigation of food and non-food crops
  • Ornamental ponds and water features
  • Domestic garden watering*
  • Toilet flushing*
  • Clothes washing*
  • Other uses as approved by the Environment Protection Authority (EPA)/Department of Human Services (DHS)
  • Drinking
  • Cooking or other kitchen purposes
  • Bathing and showering
  • Filling of domestic swimming pools and spas
  • Children’s water toys 
  • Any and all uses involving pigs

*At present, City West Water is not supplying Class A recycled water to residential customers. City West Water is currently working with the Environmental Protection Authority, Department of Human Services and the other metropolitan water authorities to develop a framework to manage the supply of Class A recycled water from the standpipe to residential properties.

Accessing City West Water Class A Recycled Water - General Information

This information describes how customers can gain permission to purchase and transport City West Water Class A recycled water and requirements on delivery.

Location of Supply

City West Water has Class A recycled water available to Permit holding carters from the Western Treatment Plant, Werribee.

Accessing Class A recycled water

To access Class A recycled water carters must apply for a Standpipe Permit using the application form on this page.  There is no charge associated with Permit applications.

Cost & Billing

City West Water bills the Standpipe Permit holder (the Carter) for recycled water used quarterly, at the advertised rate.

Class A recycled water from the standpipes is $1.04 / kL for the 2009/2010 financial year.

Using Class A recycled water

All sites receiving Class A recycled water must be registered and hold a valid End User Approval Permit from City West Water (each site must have its own end user number). 

A carter holding a Standpipe Permit may apply for End User Approval to use the recycled water their self, or deliver to a third party as long as they hold a valid End User Permit.

Carting Vehicles

Prior to accessing Class A recycled water, as part of the Standpipe Permit approval process, all carting vehicles must be audited by City West Water for OH&S and appropriate backflow arrangements.

Vehicles less that 10 kL (10 000 L) capacity are not currently allowed to access Class A recycled water from Western Treatment Plant.  Additionally the road access to the standpipe currently has a 40 T limit on it.

Vehicles used to cart Class A recycled water cannot cart a lower grade of recycled water, potable (drinking) water, or any other load without registered backflow prevention in place.

Vehicles used to cart Class A recycled water cannot cart potable (drinking) water for human consumption, food preparation, or icemaking at all.

Standpipe Arrangement

Each Standpipe at the Western Treatment Plant has an 80 mm diameter outlet.  Approved Carters are responsible for ensuring that they will be able to receive recycled water from this arrangement.

Application Process for Business/Commercial Customers

Business customers (other than commercial car washing businesses) who would like to use recycled water are required to complete an End User Application.

To ensure the safe and sustainable use of recycled water, applicants should carefully read through all sections of the application and ensure that all management requirements are addressed.  All applications will be assessed by City West Water and eligible applicants will be issued with an approval to use recycled water on their site only for the approved purposes.

Application Process for Commercial Car Washing Businesses

Class A recycled water has been approved for use at commercial car washes.  Commercial car washing businesses who wish to obtain recycled water for their site are required to complete an End User Application for Commercial Car Washing Businesses.

To ensure the safe and sustainable use of recycled water, applicants should carefully read through all sections of the application and ensure that all management requirements are addressed.  All applications will be assessed by City West Water and eligible applicants will be issued with an approval to use recycled water on their site for car washing purposes only. 

To complete the process, applicants should return to City West Water:

  1. a signed copy of the End User Application for Commercial Car Washing Businesses
  2. test results for the Reduced Pressure Zone Device (RPZD) 
  3. a Compliance Certificate from a licensed plumber stating that there are no internal cross-connections and recycled water will not be supplied to any point where it may be consumed by humans.  
  4. a signed Water Quality Declaration.

Application Process for Residential Customers

At present, City West Water is not supplying Class A recycled water to residential customers. City West Water is currently working with the Environmental Protection Authority, Department of Human Services and the other metropolitan water authorities to develop a framework to manage the supply of Class A recycled water from the standpipe to residential properties.
 

Registered Recycled Water Carters

Applicants who require delivery of recycled water to their site should refer to the list of Registered Recycled Water Carters. Water carters on this list have been approved by City West Water to cart recycled water and may be contacted to organise delivery of Class A recycled water.

Applying for a Permit to Cart Recycled Water

If you would like to cart recycled water, please complete an Application for Standpipe Permit to register the vehicle with City West Water. Vehicles will need to be approved by City West Water prior to accessing Class A recycled water.

Note: Currently City West Water is not issuing permits to tankers with a capacity less than 10,000 litres.
