Board of Directors

City West Water operates under a Board of Directors who are appointed by our shareholder, the Victorian State Government.

Directors are appointed after a selection process conducted by the Department of Treasury and Finance's Corporate Governance Branch. Recommendations are made to the Minister for Water and the Treasurer, who then jointly take their recommendation to Cabinet.

Directors bring a broad range of skills to the business, including management, engineering, financial, legal and environmental expertise.

The board has seven directors, comprising a non-executive Chairman, five non-executive directors and one executive director.

Alan Seale
Chairman 
Alan Seale was appointed Chairman of City West Water on 1 September 2005. Mr Seale has had 38 years experience in the chemical industry, 13 of those at general management level. He worked for several years in the USA and Hong Kong. More recently Mr Seale has consulted to the CSIRO, EPA Victoria, and several universities and chemical companies. He is currently a Director of Gippsland Water, the Australian Sustainable Industries Research Centre and of his own consultancy business.

Mr Seale was a director of South East Water from January 2004 to August 2005. He was an Honorary Professor at Monash University, teaching in the Department of Chemical Engineering from 2000 to 2006.

Managing Director 
Anne Barker was appointed as City West Water's Managing Director in November 2002. Ms Barker practised law before gaining broad management experience with Myer Stores and the ANZ Banking Group. Prior to joining City West Water, Ms Barker was the Executive Manager of the Commercial and Revenue divisions at SPI Powernet where she gained extensive experience working in a regulated utility environment. She is currently a member of the Board of the Water Services Association of Australia, a member of the Plumbing Industry Advisory Council and a member of the Committee for Learning and Innovation West.

Director 
Peter Hansen was appointed as a director in February 2005. He is the former Agent-General for Victoria in London 2000-2004. Previously, he held a range of senior management positions at ACI including responsibility for the company's environmental and corporate affairs programs. He is also a director of PALTECH Pty Ltd, a people management and corporate affairs consultancy, a director of Southern Health and the Chiropractors Registration Board of Victoria.
 

Derek Skues
Director

Derek Skues was appointed as a director on 1 July 2008. As a consequence of his background as an Architect and consultant Project Manager he has developed a keen interest in strategic asset planning. He has worked in Victoria and New South Wales, and spent 15 years overseas in Canada, Hong Kong and Saudi Arabia. Derek has been a director of Atkinson Project Management since 1989, a firm undertaking the project management of complex building projects, such as hospitals. When the company was merged with Connell Wagner in 2006 he became an Executive Consultant, and has subsequently prepared business cases for water projects, developed capital works procedures for Melbourne Airport and managed major health and tertiary education building projects.

Director
Deborah Radford was appointed a director on 1 September 2005. Ms Radford is an independent consultant and director of Deb Radford & Associates, a consultancy firm specialising in commercial advice to government. Deborah has worked across a range of industries including forestry, water, waste and property where she specialises in institutional design, business improvement, corporate strategy and governance. She is a director of Bendigo Bank Limited and, Forestry Tasmania. Ms Radford's experience includes seven years in the Victorian State Treasury where she was responsible for privatisations, corporatisations and managing commercial transactions for the State.
 John Miller

John Miller AO 
Director
Dr John Miller was appointed a director in January 2007.   Dr Miller is a company director and management consultant in the areas of strategy, marketing, sustainability and finance. He is a professorial fellow at Swinburne and Victoria Universities and was previously professor of Business Management at Monash.  An FCPA, John was senior partner in two international accounting firms - PKF and a predecessor firm of KPMG. He is an honorary life member of CPA Australia and the AICD.  Directorships have included consumables manufacturing, logistics, education, energy and natural resources alpine and water. John has been awarded an AO and the Australian centenary medal for community service.

Director
Jan Boxall was appointed a director in January 2007.  She is a practising lawyer and a former partner of the national law firm, Corrs Chambers Westgarth, where she advised clients in the property and health industries and also government and various statutory corporations.
Ms Boxall is a member of the board of Cabrini Health and was Chairman of the board from 2002 to 2006.  Ms Boxall is a Fellow of the Australian Institute of Company Directors.
